国家自然科学基金委员会所发布的重大项目指南共设计9个科学部75个重大项目指南，科研管理部现节选出医学部、生命学部、工材学部、化学部、信息学部、交叉学部等6个学部的指南信息通知各位PI。

一、申请条件和要求

（一）申请条件。

重大项目申请人或者重大项目课题申请人应当具备以下条件：

1.具有承担基础研究课题的经历；

2.具有高级专业技术职务（职称）。

在站博士后研究人员、正在攻读研究生学位以及无工作单位或者所在单位不是依托单位的科学技术人员不得作为申请人进行申请。

（二）申请要求。

1.重大项目的资助期限为5年，申请书中的研究期限应当填写2024年1月1日—2028年12月31日。

2.每个重大项目应当围绕科学目标设置不多于5个课题，并分别撰写项目申请书和课题申请书。重大项目只受理整体申请，项目申请人应当是其中1个课题的申请人。

重大项目课题申请人与参与者不是同一单位的，参与者所在单位视为合作研究单位（境外单位不视为合作研究单位）。每个课题的合作研究单位数量不得超过2个。每个重大项目依托单位和合作研究单位（含各课题的合作研究单位）数量合计不得超过5个。

二、限项申请规定

1、申请人（不含主要参与者）同年只能申请1项重大项目。上一年度获得重大项目资助的项目主持人和课题负责人，本年度不得作为项目申请人或者课题申请人申请重大项目。

2、国自然重大项目、基础科学中心项目、国家重大科研仪器研项目以及科技部重点研发计划、科创2030重大项目等实施联合限项，同期申请和承担数不超过2项。申请当年期满的项目不列入统计。

三、申请注意事项

（一）项目申请接收。

重大项目实行无纸化申请。申请书提交时间为2023年8月25日至8月31日16时。

（二）申请人注意事项。

1.申请人登录科学基金网络信息系统http://grants.nsfc.gov.cn/，按照重大项目（课题）申请书撰写申请书。

2.重大项目的项目申请人在系统中首先填写“项目申请书”，然后给该项目课题申请人申请权限。

3.申请书的资助类别选择“重大项目”，亚类说明选择“项目申请书”或者“课题申请书”，附注说明选择相关的重大项目指南名称。

        4.申请人如果已经承担与所申请重大项目相关的其他科技项目，应在正文“研究基础与工作条件”部分说明。 

Notice from the National Natural Science Foundation of China on the release of the third batch of major project guidelines and application notes for the “14th Five-Year Plan” of the National Natural Science Foundation

The major project guidelines released by the National Natural Science Foundation of China include a total of 75 major project guidelines in 9 scientific departments. The Research Management Department has now selected the guideline information of 6 departments including the Medical Department, Life Sciences Department, Engineering Materials Department, Chemistry Department, Information Science Department, and Interdisciplinary Department to inform all PIs.

I. Application conditions and requirements

(1) Application conditions.

Applicants for major projects or applicants for major project topics should meet the following conditions:

1. Have experience in undertaking basic research projects.

2. Have senior professional and technical positions (titles).

(Post-doctoral researchers in residence, graduate students pursuing degrees, and scientific and technical personnel without a work unit or whose unit is not a supporting unit are not allowed to apply as applicants.)

(2) Application requirements.

1. The funding period for major projects is 5 years, and the research period in the application form should be filled in from January 1, 2024 to December 31, 2028.

2. Each major project should set no more than 5 topics around scientific goals and write project application forms and topic application forms separately. Major projects only accept overall applications, and the project applicant should be the applicant of one of the topics.

If the applicant for a major project topic and the participant are not from the same unit, the participant’s unit is regarded as a cooperative research unit (overseas units are not regarded as cooperative research units). The number of cooperative research units for each topic must not exceed 2. The total number of supporting units and cooperative research units (including cooperative research units for each topic) for each major project must not exceed 5.

II. Limited item application regulations

(1) Applicants (excluding main participants) can only apply for one major project in the same year. Project leaders and topic leaders who received funding for major projects in the previous year are not allowed to apply for major projects as project applicants or topic applicants this year.

(2) National Natural Major Projects, Basic Science Center Projects, National Major Scientific Instrument Research Projects, Key R&D Programs of the Ministry of Science and Technology, Sci-Tech Innovation 2030 Major Projects, etc., implement joint restrictions on items, with no more than 2 applications and undertakings during the same period. Projects that expire in the year of application are not included in the statistics.

III. Application Notes

(1) Project application acceptance.

Major projects implement paperless applications. The submission time of the application form is from August 25th to August 31st at 16:00 in 2023.

(2) Notes for applicants.

1. Applicants log on to the Science Fund Network Information System http://grants.nsfc.gov.cn/ and write an application form according to the major project (topic) application form.

2. The applicant for a major project first fills in the “Project Application Form” in the system, and then applies for permission to apply for topics for this project.

3. In the funding category of the application form, select “Major Project”, select “Project Application Form” or “Topic Application Form” in the subcategory description, and select the relevant major project guideline name in the note description.

4. If an applicant has already undertaken other scientific and technological projects related to the applied major project, it should be explained in the “Research Basis and Working Conditions” section of the text.
