浙江省自然科学基金委员会近日已启动2024年度浙江省公益研究计划第二批项目申报工作。科研管理部对申报指南进行了筛选整理，方便科研人员快速提取关键信息，完整指南会通过邮箱发送给各位老师。

一、受理类型

（一）2024年度省基础公益研究计划第二批项目按照自然科学基金重大项目、联合基金两个类别组织申报。重大项目资助额度为100万元/项，研究期限3年。

（二）省自然科学基金委与杭州市人民政府冠名设立区域创新发展联合基金“杭州联合基金”，与衢州市人民政府设立区域创新发展联合基金。

二、申报要求

重大项目申请人应具有高级专业技术职务（职称），并需具备主持国家自然科学基金面上及以上项目资历。

三、限项要求

（一）同一科研人员作为项目负责人，已申请2024年度省基础公益研究计划第一批项目或软科学研究计划项目的不再申报本次项目。同一科研人员作为项目主要参与人（除项目负责人外排名前3的参与人，下同），同一年度参与申报项目数不超过2项。

（二）同一科研人员作为项目负责人，承担在研省基础公益研究计划项目数原则上为1项。主持在研省科技计划项目的不再申报本次项目。同一科研人员作为项目主要参与人在研项目数不超过3项。

（三）同一科研人员作为项目负责人，同年度立项各类省级科技计划项目不超过1项。

四、申报方式和时间安排

（一）网络申报。2024年度省基础公益研究计划第二批项目采用网络在线填报方式，申请人请通过浙江省政务服务网进行网络申报（网址：https://www.zjzwfw.gov.cn/zjservice/item/detail/index.do?localInnerCode=44d39909-abcd-43fa-a916-828e8a6f1009 ），点击“在线办理”，用政务服务网账号登录申报项目。申报须知请参看https://zjnsf.kjt.zj.gov.cn/api/site/v1/post/detail?categoryId=2018915&postId=1141289524358283264 。

（二）填报时间。本次网上申报从2023年8月28日开始，申报截止时间分别为9月14日17:30，请申请人和依托单位妥善安排申报和审核时间。

 Oujiang Laboratory’s Notice on Organizing the Application for the Second Batch of Zhejiang Province Basic Public Welfare Research Plan Projects in 2024

The Zhejiang Provincial Natural Science Foundation Committee has recently launched the application for the second batch of Zhejiang Province Public Welfare Research Plan projects in 2024. The Scientific Research Management Department has screened and sorted out the application guide to facilitate researchers to quickly extract key information, and the complete guide will be sent to teachers via email.

1.                 Acceptance Type

(1) The second batch of projects of the 2024 Provincial Basic Public Welfare Research Plan is organized according to the categories of major projects of the Natural Science Foundation and joint funds. The funding amount for major projects is 1 million yuan per item, with a research period of 3 years.

(2) The Provincial Natural Science Foundation Committee and the Hangzhou Municipal People’s Government have jointly established a regional innovation development joint fund named “Hangzhou Joint Fund”, and established a regional innovation development joint fund with Quzhou Municipal People’s Government.

2.                 Application Requirements

The applicant for a major project should have a senior professional technical position (title) and should have experience in presiding over a National Natural Science Foundation surface or above project.

3.                 Limitations

(1) The same researcher, as the project leader, who has applied for the first batch of projects or soft science research plan projects in the 2024 Provincial Basic Public Welfare Research Plan, will no longer apply for this project. The same researcher, as a major participant in the project (excluding the project leader, ranked within the top 3 participants, the same below), participates in no more than 2 projects in the same year.

(2) The same researcher, as the project leader, undertakes no more than 1 ongoing provincial basic public welfare research plan project in principle. Those who preside over ongoing provincial science and technology plan projects will no longer apply for this project. The number of ongoing projects for the same researcher as a major participant in the project does not exceed 3.

(3) The same researcher, as the project leader, does not exceed 1 provincial-level science and technology plan project of various types that are approved in the same year.

4.                 Application Method and Time Schedule

(1) Online application. The second batch of projects of the 2024 Provincial Basic Public Welfare Research Plan adopts an online filling method. Applicants are requested to apply online through the Zhejiang Province Government Service Network (website: https://www.zjzwfw.gov.cn/zjservice/item/detail/index.do?localInnerCode=44d39909-abcd-43fa-a916-828e8a6f1009 ), click “Online Processing”, log in to apply for a project with a government service network account. (2) Filling time. This online application starts on August 28, 2023. The application deadline is September 14 at 17:30. Applicants and supporting units should properly arrange application and review time.
