科技部近日发布了“生物安全关键技术研究”等重点专项2023年度项目申报指南的通知。通知如下。

一、项目组织申报工作流程

通过国家科技管理信息系统公共服务平台（http://service.most.gov.cn）填写申报书，从指南发布日到预申报书受理截止日不少于30天。

二、申报资格要求

项目（课题）负责人须具有高级职称或博士学位，1978年1月1日以后出生，每年用于项目的工作时间不得少于6个月。

受聘于内地单位的外籍科学家及港、澳、台地区科学家可作为项目（课题）负责人，全职受聘人员须由内地聘用单位提供全职聘用的有效材料，非全职受聘人员须由双方单位同时提供聘用的有效材料，并作为项目预申报材料一并提交。

三、具体申报方式

网上填报。专业机构将以网上填报的申报书作为后续形式审查、项目评审的依据。申报材料中所需的附件材料，全部以电子扫描件上传。

项目申报单位网上填报预申报书的受理时间为：2023年8月17日8:00至9月15日16:00

Oujiang Laboratory’s notice on organizing the application for the Ministry of Science and Technology’s key research and development plan for the 2023 project

The Ministry of Science and Technology issued a notice on the project application guidelines for the “Research on Key Technologies for Biosafety ” and other key special projects for 2023. The notice is as follows.

1.     Project organization application process

Fill in and submit a project application through the National Science and Technology Management Information System Public Service Platform (http://service.most.gov.cn), no less than 30 days from the date of publication of the guide to the deadline for acceptance of application. 

2.     Application Eligibility Requirements

The project (subject) leader must have a senior title or a doctoral degree, be born after January 1, 1978, and spend no less than 6 months per year on the project.

Foreign scientists employed by mainland units and scientists from Hong Kong, Macao and Taiwan regions can serve as project (subject) leaders. Full-time employed personnel must provide valid materials for full-time employment by mainland employing units. Non-full-time employed personnel must provide valid employment materials from both units at the same time and submit them together with the pre-application materials for the project.

3.     Specific application methods

 Online reporting. The professional agency will use the online reported application as the basis for subsequent formal review and project review. All attachments required in the application materials are uploaded as electronic scans.

The acceptance time for online reporting of pre-applications by project applicants is: August 17, 2023, 8:00 to september 15, 16:00.
